Born on the capital world of Eulia to the industrialist Marcos Harwae, Royce grew up steeped in Eulian ideology and the traditions of the old Empire. From a young age he demonstrated a talent for strategy and rhetoric.

After decades of service in the Eulian fleet, Royce leveraged his military reputation and popular support to consolidate authority under the reformed emperorship, sidelining the senate in favor of a smaller council of loyal generals.
