Among the key individuals in the empire are the officers in charge of "The Belt Expansion," the empire's most high-profile goal in modern times. The Eulian Empire aims to expand its territory into the Belt, and leading this effort is Special Commander of the Imperial Fleet, Tibus.

Tibus is a renowned strategist and is often considered the second most famous person in the empire after the Emperor. After the fall, Tibus was the favorite to become the Grand Commander of the fleet, the second-highest rank in the military.

However, he chose to take on the Belt expansion himself, seeing himself as the only person capable of achieving it with minimal casualties and bloodshed. He opted for diplomacy and politics, backed by a powerful fleet.

Tibus is assisted by his handpicked officials, Daeron and Carmilla, who hold the Eulian military rank of Vice Admiral.
