Overview
Special Commander is a discretionary rank awarded by the Eulian Emperor to a fleet officer charged with executing a campaign of strategic importance. Unlike standard command roles, a Special Commander answers directly to the throne and may reshape fleet doctrine, appoint their own staff, and requisition resources across the empire.
Authority
Special Commanders operate outside the standard military hierarchy for the duration of their charge. They may override admirals, seize industrial output from imperial worlds, and set the terms of engagement in their theatre.
